Three and a half times, for the same act

What one adult pays in airport facility and security charges to leave Japan on an international flight. Sapporo New Chitose JPY 3,650, the dearest of the seven, more than Narita or Haneda. Osaka Kansai Terminal 1 JPY 3,630, while Terminal 2 next door is JPY 1,570 — the same airport, JPY 2,060 apart. Tokyo Narita Terminals 1 and 2 JPY 3,160, Terminal 3 JPY 2,070. Tokyo Haneda JPY 2,950 with no separate security charge. Fukuoka JPY 2,530, which was JPY 980 until 30 March 2025, so older guides are out by a factor of about two and a half. Okinawa Naha JPY 1,000, the cheapest, unchanged since 2014.

Nobody chooses a flight on airport charges. But the numbers are worth knowing for two reasons: they are a real part of what a "cheap" fare costs, and they are the reason a headline fare from one airport is not comparable with the same fare from another.

Every airport prices itself, and the names do not even match

There is no national airport charge in Japan. Each terminal company sets its own, files it as a tariff, and collects it through the airlines. That produces three complications at once:

  • Three different official names. Narita and Kansai call it 旅客サービス施設使用料. Haneda, Fukuoka, New Chitose and Naha call it 旅客取扱施設利用料. Centrair uses 旅客施設使用料. All three are "PSFC" in English, which is why every English summary reads as though it were one thing.
  • Some airports add a second, separate security charge — Narita JPY 700, Kansai JPY 320, Centrair JPY 580, New Chitose JPY 650 — and some do not have one at all. Comparing one airport's PSFC with another's total is meaningless.
  • "Transit" means different things. Narita and Fukuoka mean the same calendar day. Haneda, Kansai and Centrair mean within 24 hours. An overnight stop moves you from one definition to the other, and at Narita it doubles the facility charge — JPY 1,230 becomes JPY 2,460, taking the total from JPY 1,930 to JPY 3,160.

Add the international tourist tax of JPY 3,000 on top of every one of those. That part is national, identical everywhere, and went up from JPY 1,000 on 1 July 2026. Children under 2 and passengers transferring by air within 24 hours do not pay it, and some tickets issued before 1 July 2026 still carry the old JPY 1,000 — how it fits with the rest of the trip's tax.

⭐ The low-cost terminal is roughly half price

At two airports the same flight costs very different amounts depending on which building it leaves from:

  • Kansai: Terminal 1 is JPY 3,630, Terminal 2 is JPY 1,570 — a gap of JPY 2,060 per adult.
  • Narita: Terminals 1 and 2 are JPY 3,160, Terminal 3 is JPY 2,070.
  • Centrair: Terminal 1 is JPY 3,580, Terminal 2 is JPY 2,180 — on tickets issued from 1 September 2026 for departures from 1 November 2026. Before that, JPY 3,200 and JPY 1,880.

You do not pick the terminal — your airline's terminal picks it for you. But it means a low-cost carrier's fare already contains several hundred yen less of airport charge than the comparison sites let on, and it is one more reason the gap between a full-service fare and an LCC fare is wider than the headline.

⚠ Kansai Terminal 2 has no child rate at all. A four-year-old pays the same JPY 1,570 as an adult. Every other terminal here halves the facility charge for a child — but not the security charge, which is the same for adults and children. So a child leaving Narita Terminal 1 or 2 pays JPY 1,940, not half of JPY 3,160.

The figures that changed, and one that has not

  • Fukuoka went from JPY 980 to JPY 2,530 for tickets issued from 30 March 2025, when the new international terminal opened. Any guide written before that is out by a factor of two and a half.
  • Haneda's rates apply to tickets issued from 27 March 2022 — the change is keyed to when the ticket was issued, not when you fly.
  • Centrair's international charge rose for tickets issued from 1 September 2026, for departures from 1 November 2026: Terminal 1 from JPY 2,620 to JPY 3,000, Terminal 2 from JPY 1,300 to JPY 1,600, plus the JPY 580 security charge at both.
  • New Chitose's domestic charge rises from JPY 370 to JPY 530 for tickets issued from 25 October 2026. A ticket issued by 24 October keeps JPY 370.
  • Naha has been JPY 1,000 since 17 February 2014 and is still the cheapest of the seven here by a wide margin. It is not the cheapest in the country: Kitakyushu charges JPY 320 and Ibaraki JPY 530.
  • Haneda's domestic charge rises to JPY 590 for boarding from 1 May 2027, on tickets issued from that day. Its current JPY 580 applies from boarding on 1 September 2026; a ticket issued by 31 August 2026 keeps the old JPY 450.

That "issued from" wording matters more than it looks. A ticket bought before a revision carries the old figure even if you fly long after it. It is the only one of these numbers you can be holding a stale version of legitimately.

Arriving costs nothing, and other things worth knowing

  • International arrivals are free everywhere. The charge is on departure only.
  • Domestic flights are charged in both directions — Haneda JPY 580 each way, Naha JPY 240. So a domestic return trip pays four times, not twice.
  • A child is 2 and over internationally but 3 and over domestically, at the same airport. A child traveling on an adult ticket is charged as an adult.
  • Centrair charges no facility charge for an international-to-international transfer within 24 hours, with a certificate from the airline. New Chitose has a narrower waiver of its own: a passenger who entered Japan through its immigration and leaves the same day, again with the airline's certificate, pays neither charge.
  • There is no counter. All of it is collected with the fare when the ticket is issued, so there is nothing to pay on the day and nothing to budget for at the airport.
